It seems that packer requires VMware workstation to work, and that costs money.

Anyone have any idea of how you can build a working ova template without paying money?

I did try making my own ova by converting a qcow2 into vmdk format, and then archiving it along with a valid mf and ovf file in the right order.

$ tar -tvf CentOS-7-x86_64-GenericCloud-2003.ova -rw-r--r-- stemid/stemid 369723392 2022-01-13 15:35 CentOS-7-x86_64-GenericCloud-2003.vmdk -rw-r--r-- stemid/stemid 10443 2022-01-13 15:39 CentOS-7-x86_64-GenericCloud-2003.ovf -rw-r--r-- stemid/stemid 225 2022-01-13 15:40 CentOS-7-x86_64-GenericCloud-2003.mf 

But it didn't work. This is for Vcloud director …
