The docs have a condition for only rate limiting response codes for 200-299s, and the add policy button in APIM also adds this condition.

Is there any good reason to not also add rate limiting to 400s-500s? It seems odd to only add to the rate counter if it is a successful request, since even 400s could degrade the service...
