On the console, the s3 only has global as option for region when viewing the buckets. But, i believe you need to specify a region during creation.

From a DR/BCP standpoint, does there need to be versioning and replication setup, so that during an outage of a region, the bucket is available, eg. for staic websites, and other objects accessed through cloudfront.

What extra steps are needed for making sure that s3 buckets are available during region outage.
